EXPLANATION:
The property owner, 170 Retail Associates, Ltd., is requesting approval of a preliminary site evaluation (PSE) on 51.32 acres located along the north side of Parish Lane, west of SH 170. The purpose of the PSE is to allow for the construction of a new Pin Stack on a 5.505-acre portion of the development. A final plat for the 5.505-acre lot follows this item on the agenda.

The subject property is zoned PD3-9 and is currently undeveloped. The Planning and Zoning Commission approved the site plan for a new Pin Stack on the 5.505-acre portion of the subject property on January 16, 2024. The site plan will be considered by the Town Council on February 26, 2024. Upon approval of the PSE, the Commission may approve any final plats within the development.

The PSE is commonly referred to as a "preliminary plat" in other municipalities. The Westlake Code of Ordinances defines a PSE as follows:

"A preliminary site evaluation is required for all major subdivisions prior to the construction of improvements. A preliminary site evaluation shall be labeled "preliminary site evaluation." A preliminary site evaluation is not a preliminary or final plat. It is a development tool for the benefit of the landowner and the town to allow the town and landowner to work together cooperatively. The time limits applicable to plats do not apply to a preliminary site evaluation. Any reference to a "preliminary plat" in the Westlake ordinances shall be understood to mean preliminary site evaluation."
