BACKGROUND:
Texas Administrative Code requires all Public Water Systems to annually inspect potable water storage tanks and clean them as needed after inspections have been performed for compliance.

RULE ?290.46 Minimum Acceptable Operating Practices for Public Drinking Water Systems
(A) Ground and elevated storage tank inspections must determine that the vents are in place and properly screened, the roof hatches closed and locked, flap valves and gasketing provide adequate protection against insects, rodents, and other vermin, the interior and exterior coating systems are continuing to provide adequate protection to all metal surfaces, and the tank remains in a watertight condition.
(C) All tanks shall be inspected annually to determine that instrumentation and controls are working properly.
4) All water treatment units, storage and pressure maintenance facilities, distribution system lines, and related appurtenances shall be maintained in a watertight condition and be free of excessive solids
DISCUSSION:
Both Ground Storage Tanks were inspected in 2023 and as part of the inspections, cleaning was recommended. Public Works is recommending inspecting and cleaning in FY 24 as part of FY 23's inspection recommendations. This proposal not only includes the (2) Ground Storage Reservoirs (GSR's) but the Elevated Storage Tank (EST) as well.
FISCAL IMPACT:
The proposal is Buy Board contract pricing #662-22 and to be completed for $28,818.75 This price includes both the cleaning of the tanks and the FY24 required inspection.
