BACKGROUND:
The Finance Department experienced signification turnover the last two years and has worked diligently with Human Resources to fill critical vacancies. After a lengthy period of time without a Municipal Accountant, Robert Half was engaged to source a qualified individual. The individual worked as a temporary employee for five weeks and has been hired as a permanent employee. Robert Half requires a conversion fee, which brings the total spend to $20,532.74 and is available due to salary savings from the vacancy.
DISCUSSION:
The Finance Department had two accountants resign at the beginning of summer 2023. Council then asked that one of the positions be cut, requiring an overhaul of staffing duties within the department. The Municipal Accountant performs operationally critical functions, including but not limited to accounts payable, cash receipts, various reconciliations, customer service, vendor management, required reporting, and overall municipal finance support. The updated position was advertised for approximately six months, applicants were screened, three rounds of interviews were conducted, two offers were extended and rejected, making it clear that outside assistance was necessary.
Finance and HR staff met with staffing agencies that provided direct hire and temporary to permanent staffing solutions. Robert Half provided qualified candidates that were interviewed and an individual was selected in December. The individual worked as a temporary employee for five weeks for a total cost of $8,5335.74, which has already been paid.
