BACKGROUND:
There are 78 cameras at Westlake Academy that were installed over 10 years ago. 19 of those cameras are not functioning and the older technology can only send images to a single computer that is located in the PYP office. That computer is in plain view of several employees and guests that visit the academy but cannot be shared to emergency services in the event of an emergency. Administration and our KPD School resource officer have stated that there are several blind spots on the campus that need additional cameras. The current cameras give a lower quality image that has been difficult at times to utilize for staff and Keller PD.
The access system that allows entry to all buildings at the Academy similarly is of an older technology and has several doors that are in disrepair. In the past administration has had trouble with teachers and student blocking doors open but the older technology does not notify the user that there is a problem with an open door.
DISCUSSION:
Last year Westlake Academy was awarded a safety and security grant for $ with which the windows on the first floor of all buildings were coated with a protective film to deter entry by breaking a window. The window film will also stop most handgun caliber rounds. After the installation of the window film a balance of $90,000 remains in the original grant. This year staff applied for another safety and security grant, and we were awarded an additional $150,000. Neither grant requires matching funds of any kind and can be used to fund this project.
The new camera system will add an additional 6 cameras in areas requested by our SRO and administration, will be of much better image quality and utilizes AI to assist in a search for a situation or a specific suspect or child. The camera system is cloud based, reduces our need for video backup storage on premises, and can be viewed from any location by an approved user. Lastly the system can temporarily share an camera feed with law enforcement in the event of an emergency.
The new access control system allows for better programming and monitoring of all doors connected to the system. All card readers will be replaced with the newest technology.
The pricing listed covers the installation of 84 cameras, 45 access control doors, software and a 5 year maintenance and protection licensing. If a camera or access control module is broken or not working a one will be installed at no cost. The 5 year maintenance and protection license covers all maintenance of the system and allows for cloud access. After the expiration of the original 5 year licensing an additional 5 year renewal is $101,154.00
FISCAL IMPACT:
The total cost of this project is $284,462.75 of which $203540.15 will be covered by the two safety and security grants. The remaining funds required, $80,922.60, from the project will be taken from FY25 facility maintenance line items.
