BACKGROUND:
The Town Council approved an Interlocal Agreement (ILA) for Vehicle Maintenance and Repairs with the City of Watauga (Resolution 24-61) on September 3, 2024. The ILA approved by Town Council did not contain the final version of “Terms and Conditions, 4. Rate Schedule, h.”. The City of Watauga provided an edit prior to consideration of approval to change the annual increase for the Rate Schedule to read as follows:
“4. RATE SCHEDULE
h. Each new budget year, the rate schedule shall be increased by three percent (3.0%). The increase shall be automatically accepted unless each City/Town Manager agrees to other provisions prior to the final budget being accepted by the City/Town Council of both entities.”
DISCUSSION:
Attached for consideration of approval is Resolution 24-80 amending the Interlocal Agreement for Vehicle Maintenance and Repairs with the City of Watauga to change “Terms and Conditions, 4. Rate Schedule, h.” as approved by the Watauga City Council and to correct section numbering (9. was duplicated). The redlined ILA is attached to illustrate the requested amendment.
The previously approved Resolution had an annual increase in rate schedule mirroring CIP rates however there are many CIP stats surrounding many areas of the economy and to provide a more predictable rate schedule and for easier budgeting the City of Watauga decided upon a 3% annual increase.
FISCAL IMPACT:
The current approved rate schedule was a part of the FY25 budget so there will be no immediate impact on the budget.
STAFF RECOMMENDATION:
Staff recommends approval of Resolution 24-80 as presented.
