BACKGROUND:

The PD, Planned Development District standards for Solana Hillas --- as adopted by Ordinance No. 982 by the Town Council on October 9, 2023 --- requires that the architectural standards for the development be submitted to the Town Council for review and approval. The same provisions in Ordinance No. 982 also requires that the Design Guidelines “shall incorporate the recommendations contained in the Westlake Building Quality Manual”.

 

As proposed --- and presented --- the Architectural Standards focus extensively on the materials, configurations, and techniques for building walls, roofs, openings (e.g., doors and windows), and attachments. These standards grow from --- and are inspired by --- similar architectural standards found within the Villaggio Architectural Standards and within other zoning districts presented to the Town Council (i.e., TC, Town Center Form-Based Development District).

 

Further, there are additional specifications provided for landscaping, driveways, and address signs that are disparate in architectural style but visually harmonious.

 

DISCUSSION:

The Architectural Standards --- as presented --- ensure that the real estate developer and the future builders within Solana Hills deliver residential applications that will exceed the expectations for excellence in architecture, landscape architecture, and site design. Moreover, the Architectural Standards reflects the collaboration between the Department of Planning and Development and the real estate developer. As Exhibit “A” depicts, the Architectural Standards have been condensed to provide a concise set of standards for architecture and landscape architecture and other elements of the private lot that will lead to more expedient and accurate reviews and approvals for new homes in Solana Hills. Furthermore, some of the provisions for aesthetics may be approved administratively, which will reduce the potential for delays in reviewing and approving plans for new homes in this development and increase opportunities for customization, but not at the expense of aesthetics and quality.

DEPARTMENT OF PLANNING AND DEVELOPMENT RECOMMENDATION:

The Department of Planning and Development recommends adoption of Ordinance 1025 approving the Solana Hills Residential Development Architectural Standards as presented.

 

PLANNING AND ZONING COMMISSION RECOMMENDATION:

N/A.

 

TOWN COUNCIL ACTION / OPTIONS:
