Discuss, consider and act to adopt Ordinance 1017 Calling and Ordering the General Election for May 3, 2025, for the purpose of electing a Council Member Place 1, Council Member Place 3, and Council Member Place 5 for the two-year term of May 2025 through May 2027; and in conjunction Calling and Ordering a Special Election for May 3, 2025, for the purpose of electing Council Member Place 2 for the unexpired term ending May 2026; prescribing time, designating the locations and manner of conducting the election to be in accordance with the Joint Election Agreements for Election Services with Tarrant and Denton Counties; and Authorizing the Town Manager to Execute the Agreements (Dianna Buchanan, Town Secretary)

BACKGROUND:
The General Election for May 3, 2025, must be called by the Town Council for the election of the at-large positions of Council Member Place 1, Council Member Place 3 and Council Member Place 5 for the term May 2025 through May 2027. In conjunction, the Special Election for May 3, 2025, must also be called by the Town Council for the election of the-at large position of Council Member Place 2 for the unexpired term through May 2026. The attached ordinance calls the May 3, 2025, General and Special Election and authorizes the Town Manager, or designee, to enter into Joint Election Agreements with 1) other Tarrant County Political Subdivisions and contracting with Tarrant County Elections for election services; and 2) other Denton County Political Subdivisions and contracting with Denton County Elections for election services. The policy of contracting with Tarrant County Elections and Denton County Elections to conduct Westlake’s elections continues to be the most cost-effective method to administer the Town’s elections. Tarrant County Elections and Denton County Elections will provide an estimated cost and required deposit amount when the joint election contracts are finalized with all participating entities. After the election is done and final expenses are tallied, any remainder(s) due will be billed to the Town, or any refund due to the Town will be refunded.
FISCAL IMPACT:
The FY 2025 operating budget includes $6,400 for election expenses.
STAFF RECOMMENDATION:
Staff recommends that the Town Council approve Ordinance No. 1017, Calling and Ordering the May 3, 2025 General and Special Election as presented; and authorizing the Town Manager to execute the Joint Election Agreements for Election Services with Tarrant and Denton Counties
