BACKGROUND:

The existing Public Works Maintenance Building was previously home to the Fire Department, prior to completion of the new fire station on Dove Road.  The maintenance building is in need of immediate maintenance and repairs, as it takes on rainwater during rain events.  Weatherproofing, a new roof, and minor grading around the structure can prevent rainwater from entering the structure in future storms.

DISCUSSION:

The previous Fire Station on Dove Road, located at 2901 West Dove Road, has recently been repurposed as the Public Works Maintenance Building.  Public Works is housed in the building which contains offices for staff, and a garage and storage bays for parking Public Works vehicles and storing tools, water meters, meter boxes, road signs and poles, and an array of other Public Works and Parks inventory and materials necessary to maintain and repair the town’s infrastructure. 

During recent heavy storm events in May 2024, runoff entered the building and caused damage to the floors and walls.  Staff contacted Weatherproofing Services, who has a contract for similar work with the City of Denton to assess the building and provide recommendations for protecting the structure.

A landscape buffer installed with the Villagio development has reduced drainage coming directly toward the structure.  Staff has reached out to a drainage engineer to survey the property and provide recommendations to prevent future inundation of the structure.  Additional minor grading and drainage improvements may be required in addition to the weatherproofing of the building.

Through a master interlocal agreement with the City of Denton, Weatherproofing Services proposes to furnish equipment, labor and materials to complete the following scope of work for the town:

Roof Scope Pressure wash roof to removed dirt, dust and debris.  • Remove and replace rake detail on the east, and where roof pitch changes in southeastern portion of building.  • Replace two sections of damaged panels just below skylights and replace all 8 skylights with new polycarbonate skylights.  • Reinforce ridge, rake, skylight perimeters and horizontal seams and re-seal all penetrations on building with acrylic flashing grade and membrane. • Replace any missing or loose fasteners with new oversized fasteners and seal vertical seams to ridge at all penetrations.

Wall Scope • Remove and replace damaged panels on east end of building with new 24 gauge panel and paint to blend with the existing. Additional work to steel frame may be required, where damaged.

Gutters and Downspouts • Trim existing roof panel, fabricate and install new 24 gauge pre-finished gutters and downspouts to front and back of building.

Once the weatherproofing is complete, additional improvements will be required to improve the condition of the PW maintenance building including painting of the interior offices, replace existing damaged flooring due to drainage entering the building, adding new flooring to concrete floors, replacing trim around doors and baseboards, reconfiguring the entry hall to create a welcoming foyer for guests and deliveries, adding staff work stations and securing the new SCADA server room.

The contractor anticipates beginning work within 45 days of execution of the contract, with two weeks to complete the project.  The contract includes a 2-year warranty on workmanship.

Utilizing a Master Interlocal Agreement with the City of Denton, staff will contract with Weatherproofing Services, LLC for the roofing and weatherproofing repairs at a cost not to exceed $35,000 which includes an 11% contingency to cover any unforeseen changes during construction.

FISCAL IMPACT:

The total cost for weatherproofing the Public Works Maintenance Building is $31,190, not including drainage improvements around the outside of the structure and will be funded through the General Fund unassigned fund balance. 

STAFF RECOMMENDATION:

Staff recommends approval of Resolution 24-47 approving the agreement with Weatherproofing Services, LLC for roofing, gutters, and downspouts installation, maintenance and repair services through a Master Interlocal Agreement with the City of Denton in an amount not to exceed $35,000.
