BACKGROUND:
Town staff was approached by the House of Commons (HOC) president stating that the HOC had raised funding to add shade structures to one of the playgrounds at Westlake Academy. The shade structures were triangular sails that did not cover the entire playground as the vendor that the HOC had spoken with stated that the equipment was too tall to cover completely. The playgrounds are not protected or shaded by any trees on the Academy grounds. The larger of the two playgrounds has a padded artificial turf playing surface. The smaller playground has a wood chip playing surface that is no longer being used by school districts or municipalities on public playgrounds. The playground equipment is in good shape but is faded due to exposure to the sun.
DISCUSSION:
Town staff obtained several bids from vendors on purchasing cooperatives and found a vendor that could add a large hip roof cover to both entire playground structures that would provide more shade and a safer environment for student. The shade structure will also extend the life of the playground equipment by protecting it from harmful UV rays. Staff also received a bid to replace the wood chip playing surface on the smaller playground with a padded artificial turf to match the larger playground.
FISCAL IMPACT:
The Town has a fund reserved for capital improvements at Westlake Academy. The fund has a balance of approximately $3,234378. ($2,734,378 after the athletic field improvements).
