BACKGROUND:
Westlake Academy entered into an interlocal agreement with Region 8 Education Service Center (reaffirmed with WA resolution 18-03 on June 4, 2018) to participate in their cooperative purchasing program known as The Interlocal Purchasing System (TIPS). The Town submitted paperwork in 2023 to join the program and a Council resolution to ratify the membership is necessary.
DISCUSSION:
Cooperative purchasing programs are a beneficial option for public entities because they do the legally required work of soliciting bids, leverage combined purchasing power to negotiate the best prices for goods and services, and they handle the contract management. The Town of Westlake and Westlake Academy are particularly benefitted due to our relatively small size in both staff and purchasing activities. Additionally, participation allows for quicker purchases so as not to hinder daily operations.
STAFF RECOMMENDATION:
Staff recommends approval of resolution 24-50.
