BACKGROUND:
Every year the Town of Westlake reevaluates the master fee schedule for building permits, development fees, and other miscellaneous fees of the Town to ensure that fees cover all or most of the costs associated with services provided, dependent on the proportion of the population benefitted. The most recent update for the fee schedule was adopted on September 11, 2023, under Ordinance 976.
This fee schedule evaluation also ensures the fees charged to cover the Town’s administrative work, as well as any potential maintenance costs associated with the services we provide. There are no state-mandated changes because State of Texas legislature did not meet this year.
Changes from the previous fee schedule are listed below:
Building Inspection Services
• Grammatical & organizational changes to nonresidential fees.
• Inclusion of temporary certificate of occupancy fees and extensions.
Planning & Zoning Services
• Addition of fees for variance requests.
Public Works and Engineering Services
• Update to commercial water deposits and minimum service tap fees (ordinance 1014 being separately considered).
Facilities and Parks and Recreation Services
• Minimum rental charge for Council Chambers updated to match policy.
• Cemetery fees updated to reflect fees approved via Resolution 24-07.
Fire-EMS Services
• No changes
Gas Well & Oil Fees
• No changes
Administrative Services
• No changes
STAFF RECOMMENDATION:
Staff recommends approving Ordinance 1012, as presented.
