BACKGROUND:
Before 2022 the position of Town Secretary (Town Clerk) was a full-time employee of the Town that reported to the Town Manager within the Town’s organizational structure. On August 29, 2022 the Town Council approved Res. 22-62 amending the reporting structure of the town to have the Town Secretary report directly to the Council. This made the position a contracted position allowing for negotiated benefits and severance.
DISCUSSION:
Over the last two years staff have discovered that the new reporting structure created challenges in communication and coordination between the Town staff and the Council. Staff is requesting that the town secretary position be repositioned within the town’s reporting structure and report to the Town Manager. This will aid in streamlining communication and improve operational efficiencies.

STAFF RECOMMENDATION:
Staff recommends approval of Resolution 24-54 re-establishing the Town Secretary Position as a full-time employee of the Town reporting to the Town Manager.
